These solutions will help secure legacy and next-generation mobile network infrastructure and help protect the critical communications systems used by the nation’s first responders.

Secure and Resilient Mobile Network Infrastructure and Emergency Communications R&D Program

The Department of Homeland Security (DHS) Science and Technology Directorate’s (S&T) Secure and Resilient Mobile Network Infrastructure (SRMNI) and Emergency Communications Research and Development (R&D) Program is providing direct R&D support for critical Cybersecurity & Infrastructure Security Agency (CISA) priorities related to its mission to secure and make resilient 5G infrastructure, mobility for government mission use, and emergency communications capabilities.

Secure and Resilient Mobile Network Infrastructure R&D Project

DHS’ Science and Technology Directorate’s (S&T) Mobile Security R&D Program has established the Secure and Resilient Mobile Network Infrastructure (SRMNI) project to address the threats and challenges to the nation’s mobile network infrastructure. Each of the nine R&D projects is being managed by S&T’s Office of Mission & Capability Support on behalf of CISA.

Emergency Communications R&D Project

The Emergency Communications R&D Project is focused on researching and developing solutions that will enhance and improve the ability of first responders to manage disasters and emergencies with maximum effectiveness and efficiency.

Each project is being managed by S&T’s Office of Mission & Capability Support on behalf of CISA, which ensures federal, state, local, tribal, and territorial (FSLTT) agencies have the necessary plans, resources, and training to support resilient, operable, and advanced interoperable emergency communications.

Key Findings and Recommendations: Foreign Interference Related to the 2020 US Federal Elections

This product provides a declassified overview of findings and recommendations from a classified joint report from the Attorney General and Secretary of Homeland Security addressing the impact of activities by foreign governments and their agents targeting election infrastructure or infrastructure pertaining to political organizations, candidates, or campaigns used in the 2020 US federal elections on the security or integrity of such infrastructure. Pursuant to Executive Order (EO) 13848, the joint report relied on the Intelligence Community Assessment (ICA) addressing foreign threats to the 2020 US elections.

Vulnerability Disclosure Program Policy and Rules of Engagement

In accordance with Section 101 and Title I of the SECURE Technology Act (P.L. 115-390), this policy provides security researchers with clear guidelines for (1) conducting vulnerability and attack vector discovery activities directed at Department of Homeland Security (DHS) systems and (2) submitting those discovered vulnerabilities. This policy has been developed in consultation with the Attorney General, the Secretary of Defense, the Administrator of GSA, and non-governmental security researchers.
