DHS/ICE/PIA-049 ICE Parole and Law Enforcement Programs Unit Case Management Systems
The Parole and Law Enforcement Programs Unit (Parole Unit) within U.S. Immigration and Customs Enforcement (ICE), Homeland Security Investigations, owns and operates three case management systems: 1) the Parole Case Tracking System (PCTS) to process applications and monitor activities related to law enforcement-requested immigration paroles; 2) the S-Visa System for S-Visa immigration benefits; and 3) the Witness Security (WitSec) System to support the witness security program. These are collectively referred to as the ICE Parole Unit Case Management Systems. The personally identifiable information (PII) maintained in these systems is about: 1) aliens otherwise ineligible for admission to the United States who are paroled into the United States in support of law enforcement investigations and activities; 2) aliens either previously removed or currently in removal proceedings who apply for and/or are granted humanitarian parole; and 3) aliens named in applications submitted by law enforcement agencies for participation in the S-Visa and WitSec programs.

DHS/ICE/PIA-039 Acquisition and Use of License Plate Reader Data from a Commercial Service
The Department of Homeland Security, U.S. Immigration and Customs Enforcement (ICE) has procured query-based access to a vendor-owned commercial License Plate Reader (LPR) data service that stores recorded vehicle license plate data from cameras equipped with license plate reader technology. ICE uses LPR data from this service in support of its criminal and administrative law enforcement missions. In March 2015, ICE published a Privacy Impact Assessment (PIA) announcing ICE’s intention to procure access to a commercial LPR database and describing the controls ICE would put in place to ensure the agency complies with privacy and civil liberties requirements when using the service. This PIA Update explains ICE’s operational use of the service it has procured and describes the privacy and civil liberties protections that have been implemented by the agency and the vendor.

DHS-ICE-PIA-040 FALCON-Roadrunner
The U.S. Immigration and Customs Enforcement (ICE) Office of Homeland Security Investigations (HSI) has deployed a new information system called FALCON-Roadrunner, which is a module of the larger HSI FALCON environment. This system generates investigative leads and conducts trend analysis to identify illicit procurement networks, terrorist groups, and hostile nations attempting to illegally obtain U.S. military products; sensitive dual-use technology; weapons of mass destruction (WMD); or chemical, biological, radiological, and nuclear materials. FALCON-Roadrunner gives HSI investigators and analysts the ability to perform research, and generate leads for investigations of export violations within the jurisdiction of HSI. FALCON-Roadrunner analyzes trade, law enforcement, financial, and screening data across large, disparate datasets to identify statistically anomalous trade transactions that may warrant investigation of export violations. This Privacy Impact Assessment (PIA) was necessary because FALCON-Roadrunner accesses and stores Personally Identifiable Information (PII) retrieved from data systems owned by DHS and other government agencies, as well as commercially and publicly available data.

Environmental Assessment for South Texas Family Residential Center
In accordance with the National Environmental Policy Act of 1969 (NEPA), the DHS procedures for implementing NEPA (DHS Directive 023-01, Environmental Planning Program), and the Council on Environmental Quality’s (CEQ) NEPA implementing regulations at 40 CFR Parts 1500-1508, DHS prepared a Programmatic Environmental Assessment (PEA) to evaluate the potential impacts to the human environment resulting from increased Departmental activities necessary to process, detain, and transport unaccompanied alien children and family units who have crossed the southwest border of the United States. DHS and its Component, Immigration and Customs Enforcement, prepared a supplemental Environmental Assessment to evaluate the potential environmental impacts of the proposed construction and operation of the South Texas Family Residential Center in Dilley, Texas to house family units that have crossed the border.

U.S. Immigration and Customs Enforcement (ICE), a component agency within the Department of Homeland Security (DHS), is establishing a consolidated information management system called FALCON Search & Analysis System (FALCON-SA). This system enables ICE law enforcement and homeland security personnel to search, analyze and visualize volumes of existing information in support of ICE’s mission to enforce and investigate violations of U.S. criminal and administrative laws. This Privacy Impact Assessment (PIA) is necessary because FALCON-SA accesses and stores personally identifiable information (PII) retrieved from DHS, other government agencies, and commercially available databases. It is also necessary to provide public notice of the existence of FALCON-SA and to publicly document the privacy protections that are in place for the system
