Director, Federal Protective Service
Mr. Paramore was appointed Director of the Federal Protective Service (FPS) in March of 2025. Located within the Department of Homeland Security’s Management Directorate, FPS is a nationwide federal law enforcement agency charged with the safety, security, and protection of more than 1.4 million employees and visitors to more than 8,500 federal facilities daily.
Mr. Paramore previously served as FPS’s Assistant Director of Operations, Intelligence and Investigations. Prior to joining FPS in 2023, Mr. Paramore served for 34-year within the United States Secret Service (USSS), beginning his career in 1989 as a Special Agent assigned to the Detroit Field Office. Other notable assignments include service on the Presidential Protective Division, Assistant to the Special Agent in Charge of the Recruitment Division, Resident Agent in Charge of the Grand Rapids Resident Office, Assistant Special Agent in Charge in the Washington Field Office, and Special Agent in Charge of Congressional Affairs where he worked closely with members and staffs in both chambers on legislative initiatives to enhance the protection and investigative missions of the U.S. Secret Service.
Mr. Paramore was appointed to the Senior Executive Service in June 2009. He served with distinction in numerous leadership positions including Executive Assistant to the Director, Deputy Assistant Director of the Office of Congressional Affairs, and Assistant Director of the Office of Administration (now Office of the Chief Financial Officer). Following that assignment, Mr. Paramore returned to the Office of Government and Public Affairs as the Assistant Director, overseeing the Congressional Affairs Program, Privacy Office, FOIA Office, and Liaison Division. Mr. Paramore subsequently served as the Assistant Director of the Office of Strategic Intelligence and Information where he was responsible for operational intelligence and information affecting the protective and investigative mission of the USSS. Recognized for his extensive background in operational leadership Mr. Paramore’s career with USSS culminated with him serving as the 22nd Deputy Director, from March of 2021 until May of 2023. In this role, he oversaw 161 domestic and foreign field offices and had direct oversight of the agency’s investigative, protective, and training operations.
A proud native of Detroit, Michigan, Mr. Paramore holds a Bachelor of Science degree in Criminal Justice from Michigan State University and a Masters degree in Management from Johns Hopkins University. He is a graduate of the Federal Law Enforcement Training Centers’ Criminal Investigator Training Program and the USSS James J. Rowley Training Center. Additionally, he holds a National Preparedness Leadership Initiative Certificate from Harvard University. He is a 2022 White House Presidential Rank Award Recipient.
